Community Development Block Grant
Five Year Consolidated Plan of Housing and Community Development
The City of New London wants your input to help guide our affordable housing and community development funding priorities. Feedback collected from the community will provide direction for the development of the 2025-2029 Consolidated Plan for Housing and Community Development in the City of New London.
This five-year planning document is required by the U.S. Department of Housing and Urban Development (HUD) to determine how the City will use the funds available through the Community Development Block Grant (CDBG) Program. The Plan will describe the City’s housing and community needs, strategies, and priorities.
What we want to know:
- What segments of the population are most in need of assistance?
- What housing and service programs are working for low/moderate-income residents?
- What is needed to improve housing & service programs for low/moderate-income residents?
- What projects would make a real difference for our community?
HOW TO GET INVOLVED
Public Meeting:
The City will conduct a public meeting to gather input on housing, community services, homelessness, fair housing issues, and other community needs. During this meeting the community will have the opportunity to discuss the City’s current needs, action items and priorities. Please join us:

Community Survey:
The City is conducting a Community Survey through the use of a Web-based program available to all interested stakeholders in the City. This survey asks residents to tell how they feel about programs relating to housing, community services, economic development, and homelessness. We are seeking a broad response, please ask members of your organization and neighborhoods to submit your opinions through this survey. The City of New London’s web site address for this survey is www.newlondonct.org Please click “Community Survey” under News & Announcements. The survey is available in English and in Spanish and should only take about 10 minutes. For those without online access, hard copies will be available until May 12, 2025 from the Office of Development and Planning, at the Library, City Hall, and at the Martin Center. Multiple hard copies are available for distribution at your request. Completed surveys are due by May 15th.

The City Council will discuss the Consolidated Plan and the Annual Action Plan at a Public Welfare Committee Hearing to be held on June 2, 2025. The public is encouraged to attend these Hearings and to comment upon the documents in the formulation stage and as they are adopted.
